Comment by Jesse on December 7, 2010 at 8:47am: Internet Buyer plate. They give a temporary plate to new buyers. Apparently DMV now segregates an Internet Buyer from a purchase made at a dealer (that plate just says Temporary New Car Plate).
My guess is so that if it is bought over the internet, picked up, and driven through several states it will make more sense than having a Ohio, Texas, California temporary plate show up in some far flung state.
